HEALTH CARE REFORM: A bipartisan bloc of senators neared completionof a proposal to break the deadlock on health reform by scaling backproposed benefits and bureaucracy. President Clinton said he wasencouraged by their work and urged Congress keep at it until theyresolve the issue. The bipartisan group of about 15 senators wasexpected to put cost containment ahead of the goal of universalcoverage.
